No, WebCam is an application that allows you to take pictures or capture videos using your webcam device. In order to add a logo to live streaming, I suggest you use utilities like TinCam, AVS Capture Wizard, or SPX Instant Screen Capture. All three of them are easy to install and use and fully compatible with all major webcam models.
"No camera device" shows up when I try to use my built-in webcam. I haven't changed any settings and don't know why this is happening. Help is much appreciated.

It seems that the application does not detect the installed camera. Go to Device Manager (Start > Run > devmgmt.msc) and check if all the components are installed properly. If there is a component related to the imaging device, you need to install it using the webcam support CD. Install the webcam, and then start the application and everything should work.

The webcam software is available when you log in into the My Account on the Dell's main support website. You will find the software under Download Factory Installed Software (My Dell Downloads) section. Select your operating system and download the required package.
The proper way to install a webcam is to run the setup package. Unplug the webcam from the computer, run the application with the drivers and additional utilities. If you have Windows 7, run the package installer as Administrator then plug the camera and wait for Windows to finish its installation. A reboot may be required in order to install all the necessary files to their proper locations.
If your computer cannot detect the camera on the USB ports, then it means these are broken or the USB driver doesn't work properly. Go to Device Manager and check whether there is a yellow marker on the USB interfaces. In this case, you might need to install the chipset/USB drivers from your support CD. Once you do this, the webcam will be detected and there will be the possibility to use it after the drivers are installed.
This process depends on where you want to use the application. If it's a website related to chat, just make sure to have the webcam installed properly then follow the instructions on that specific website to turn on the webcam. If you're using an IM chat application, simply click on Video Chat and the webcam should be turned on if it's attached to PC and working normally. You can use Skype for video calling and chatting.
